Elmo Sesame Workshop PVC Action Figure

I believe this small toy is the upper part of a toy (possibly a happy meal toy) where Elmo detaches from another toy, I cannot seem to find this exact toy online so if you know what it goes to and need a replacement here it is,

It's in good shape for it's age and was made in 2009, see pictures for the lower half of the toy with fittings.
